Loosen the tension screw all the way to check for contaminants below the spring. Soak the bobbin case in brake cleaner and then blow dry the case. This should remove any potential problems. Re-tension the spring and sew the H pattern to check for tension.
If any dust or link lodges itself in the upper tension plates (thread passes through the two metal discs) you'll have tension issues as well. Loosen them and remove the plates to clean the debris from between them as well.
