You are aware that each element of the design has to be digitized individually, yes? There is really no way to load a design and blanket convert to stitches. All programs have some sort of magic wand. However the time to edit the software's attempt to auto digitize takes longer than actually doing it manually.
If you have ever knocked the background out of a photo or artwork on photoshop, then that is basically what you will have to do with each element of the design. You'll also have to judge what needs to sew first as well as what type, density, and alignment of the angle of stitching for those elements. It's not rocket science but you'll need lots of practice.
Wilcom, Wings, and Compucon are some programs you could use. They aren't cheap and if you can find a used copy you'll save some money. I sold a used copy of Wilcom V9 for $500 a couple of years ago. That is most likely what a basic used program would cost you.
