This is not correct in the US. Unfortunately the law treats this as a civil matter as a sale between 2 people. You can take to court IF the can serve papers, these guys know this and why the continue. There in some cases is wire fraud but when you deal with criminals especially those that have served time they know their way around the system.

If anyone searches the piece of garbage you will see he has been doing this many years and now has some others involve like a guy named Jason, allegedly his son in law

The reason for suggesting it may be Donnie was the reply post from a newbie (May 2018) named Donnie

"I am interested in buying parts of your shop. I will be in Charleston July 13-15. email me and we can discuss the parts I'm interested in. dpopwell1989@gmail"

I was not BigIdea that was suggested to Donnie, it was the fact a new alias may have popped up and it was meant to be an alert to resurfacing.

I know for a fact that the listing is not BY Donnie or Donald. His name is Rick. I know him personally. I have seen him face to face also. He owns the equipment and supplies listed.
