Head 1 pulling and tearing

-We have a 6 head happy machine and the other heads are working fine. Head one was fine until it jammed under the needle plate and I got a cut error. Now any piece I put on, be it a hat, shirt, or bag gets pulled & torn after about the second stitch.

Any ideas? I can't figure this out and searched google to no avail.

Here's what I've tried:
-Replaced needle
-Replaced both cutting knives
-Blew out bobbin case area with 100psi of compressed air vigorously
-Oiled
-Visually checked rotary hook timing against head 2 position
