Help! Arrow Multiprinter Mark VI won't index

Hopefully somebody still knows these well enough to help. We didn't run our 6/8 Multiprinter for a couple months and now it won't rotate. I don't have any information at all about the press so I don't know where to even begin searching for the problem.
At first we could press start and each print head would fire but then just not rotate. Now the red Stop LED is always lit so it won't even do that. I can pull the cover off one of the relays (4th from the right) and manually hold it on while the table indexes. (And then press each individual print head button to print.) We've checked relays and wires but can't find anything obvious. There is a jumper connecting where the safety wires should be so that doesn't seem to be the issue either.

If anyone can offer a little help getting it working I would be very grateful!
