You have top class printer and rip and they are not problem. Problem is in film or ink. Which ink you use? As far as I know non WP film works with dye ink only, not pigment ink.
Try to remember when problem occurred first time? Is it when you replace ink or film. If you remember that, you will pin point where the problem is.
