newbie needs copyright question answered
I am researching embroidery startup from my home, but need about a zillion questions answered
 . I will only ask one for now. If I use existing software designs (like those you can buy from catalogs like Nancy's Notions) is it legal to sell an item with that design on it?

Check with Nancy's Notions. They should list the terms of use. Generally speaking, some designs on the net are meant to be embroidered to sell while others are only for personal use. Usually if you pay for the design you can embroider it on an item for sale.
