Question Patches with pins backing

I'm trying to embroidery patches with pins on the backing. Any idea where I can buy the stiff backing to glue on or heat press on? Not sure you can heat press them on with the pins sticking up though. Thoughts anyone?

hi, sorry but do you have an image of what you are trying to replicate? I have done lots of patches, but not quite sure if my idea of what you mean is actually what you do mean.

Here is what the patches look like. There are actually 3 pins on the back but you can only see one since it has the clasp on it.
