Default pre-registration for 23x31 screens

I recently purchased an automatic where i have to use 23x31 screens. In the past, ive never had a problem pre-registering the vellum on smaller screens for the manual because I have a vastex registration system. Now, on the 23x31, I have been told that you need to come down 6 inches from the top of the screen everytime because you need room for the squeege/flood bar. Is this correct? Also, is it 6" from the outside of the frame or the inside?

Pre registration systems are all different, you have to learn your machines requirements by placing the screen on the press with your desired placement noted for OTH and Full Front or back prints and not those set ups. My experience is that the top of the design should be 7" from the outside diameter of the screen to the top of a full front or back imprint. Take a ruller and do some measuring and you'll be surprised what you figure out. The BEST pre-registration system out there is the Tri-Lock System, I've tried Newmans and others but the Tri-Lock is accurate, fast set up and easy to work with.
