T20 How can you handle impossible requests?

Kind of, for instance I have 6 "competitors" in the area that snipe out schools and other thigns and all they are, are individuals who have accounts to the top vendors and there are local contract operations they use. No offices just a phone number and an email. Because they are just making money off of pushing paper and have no overhead they are hard to compete against as such many companies train their sales staff/agents to sell first ask questions later.
