Red face Thread tensions

I have been just adjusting tensions by feel. I bought the thread gauge and have a Tajima 1502. The manuel states the upper thread should be between 100-120 grams and I do the drop test for the bobbin. My problem is getting the tension test to come out with a third of the bobbin in the column. I literaly have to tighten the upper tension so high that it is bordering on locked up. I checked all the paths, and everything is clear. Should I just adjust the tensions to 110-120 grams and have the bobbin adjusted with the drop down method, or should I try for the third. This is very confusing. The last job I did I was not happy with the underlay peeking out from under the lettering. Is it the digitizing or is it the operater and the machine.????
Thanks
