Happy Machine / HCG-1206/ Speed Setting?

It seems that my machine tops out at 430 when I change the speed dial and I know this machine is capable of much higher speeds. I think the tech set it lower than it is supposed to be. Is there a setting to fix this?

Its a 6 head HGC machine. It has a brand new board that I bought from Chris Wells out of Wexford, PA a tech who apparently freelances for HAPPY/Texmac but the guy didn't answer or return my calls, its been a while so i'm not holding my breath. Hopefully someone here can help.
